TFL service delay refunds

Last week I made my first TFL "delay repay" for a journey involving a underground journey where I was delay by a broken train, followed by a national-rail journey from zone1 to a station in zone 2.
The journey was charged as £5.90 but the refund from TFL was only for £3.50. I assumed they would fully refund the whole of that journey.
I'm not sure if I was under-refunded, the fare for just the undeground part is £3.50, but the default route for the journey I made is also £3.50, but the route I took via zone one is £5.90.

Any one know how TFL calculate their refunds?

I shouldn't have thought so, no. TfL don't seem very sure.

I think their position would be that if the journey begins on London Underground, then they will only refund the London Underground journey.

the fare if I did just the underground part was £3.50 which is what the refunded, so it could be the just refund that part
Coincidently the default route from underground station to the national rail station where I ended the journey is also £3.50, so it possible they refunded the fare for the default route without checking if I did the more expensive route via zone 1.

TFL just says they refund a single journey, but that is open to interpretation.
