TFL Rail @ Acton Main Line

I've tried to see if this is covered elsewhere, and had little luck out of @TFLRail on Twitter too, but I'm curious, when exactly will ALL services run by TFL Rail be stopping at Acton Main Line? As it currently stands they are essentially copying the service pattern passed on from GWR, Hayes & Harlington trains stop at Acton, Heathrow bound services do not...

Is there a good reason why ALL services run by TFL Rail must stop at Acton Main Line? Presumably they are a) worried about the capacity of 360s on Heathrow services to accommodate people getting on there, b) can't get paths which allow the stop to take place given platform space at Paddington and other trains running and c) demand doesn't dictate that they should all stop there.

All services will never stop at Acton Mainline. Crossrail will eventually run 10 or more tph through Acton ML, but only 4 are planned to stop. I expect the increase to 4 TfL/Crossrail at Acton ML and some other stations only comes later once TfL run to Maidenhead and Reading.
