It’s the conviction we were worried about, so the fine would still be with a conviction? How serious is the conviction? As it’s a Byelaw I didn’t see this as a serious conviction, rather a conviction with TFL?

The magistrates can't fine someone who hasn't been convicted. Your sister is pleading guilty to a criminal offence, though it might be regarded as no more serious than a minor speeding offence. This page is about local government, but what it says applies to railway byelaws:

"contravening a byelaw can result in a fine upon successful conviction."

If she pleads guilty she will be convicted. She will then receive a sentence, which will usually be a fine, and probably have to pay prosecution costs and a victim surcharge.
