The cost of establishing franchising will be negligible compared to the costs of operating the bus services for years to come.
It is however a necessity to establish any sort of rational bus system in Greater Manchester.
For example, deregulation has delivered an Oxford Road bus corridor that manages to be simultaneously overcrowded and yet dramatically overbussed.
Once we have proper coordination of bus routes, costs can be cut substantially (although I admit I am unlikely to get my preferred option of non-stop bendy bus shuttles between Fallowfield and the University campus)
