I may be wrong, but I believe the network rail test trains all use Q in the headcode.

Sounds Right!

2Q08 is the headcode used for the tracking recording unit 950001 wherever it runs in the country. On this ocassion the 31 was substituting for the 950.

Looked a good spot Adam :)

Is there any other set HC's for any other Serco Test Trains, where-ever they are in the UK?

There are quite a few. The structure gauging train usually runs as 1q06. 4z07 and 4z08 are other common headcodes for other test trains.
