Does anyone know what the rules are for a passenger passing through a Tier 2 or Tier 3 city - say from Manchester Victoria to Piccadilly or from one London terminus to another?

As with local lockdowns passing through is fine.

If you are travelling in a group from more than one household, you can't have a meal at an indoor venue while breaking your journey

There is no issue passing through a tier 2 or 3 location.

A train is not “indoors” for the purpose of the Coronavirus regulations so it is permissible to meet with someone if you live in or are currently in a tier 2 area.
