T.O.D. codes

Just a quick question-

Is there any rhyme or reason in the 8-digit numbers/letters combination forming the reference number for collecting T.O.D?

Does each TOC have its own allocation of codes, or a particular route, or are they just randomly computer-generated when a booking is made?

More specifically, each booking actually has a sixteen character code allocated to it. For a single journey, this is the same reference twice. For multiple journeys with the same collection reference, the last eight characters are unique for each one.
