SWR class 707

When many TOCs are crying out for extra capacity and trying to get their hands on refurbished or even unrefurbished rolling stock it seems strange that SWR is allowed to replace these trains with the new Bombardier offering. I read that the 707s are topping, or close to topping, reliability tables and they are only a few years old and yet it seems there isn't at the moment a home for them. Can anyone explain?
