Super Off Peak Return restriction

The ticket is between West Ruislip and Banbury. According to BRfares.com
buying one way has a restriction PV, buying the other way round restriction PU
with the difference being a restriction on travel governed by arrival times of trains into London. PV is not before 1115 the PU is not before 1130.
There is a train that is booked to arrive at 1127.
Can anyone tell me if the restrictions as recorded on BRfares correct or if is there a typo?
Leaving aside how Chiltern determine the times of restrictions is there somewhere I can I look up the definitive source?
The Chiltern web site does not help me.

If your journey does not involve travelling to/from/via Paddington, Marylebone and/or Reading, then my opinion is that no time restriction applies.

Ah so it is a typo as both PV & PU at source say not before 1130.
I also understand your point that the restrictions do not apply in any event as they are for journeys to London Marylebone or London Paddington as the codes are clearly headed. Why then when booking the tickets on line are no early trains shown as permitted?
How do you think an inspector might react to my being on a train using such a ticket departing Bicester North at say 0845ish (starting short from there)?

Depends on how confident you feel of arguing your case.

The intended validity (and that which is enforced by the booking engines) is that such tickets, regardless of the journey being made, aren't valid on services timetabled to arrive at Marylebone/Paddington before 1130 Monday to Friday (excluding public holidays).

And if you were checked on board, that is how a ticket inspector would apply the restriction as well.

The question is: "Do the posters at Marylebone (and presumably other stations) which make no mention of the from/to/via Marylebone part, just the time restrictions, trump the restriction given in The Manual?" Both, presumably, count as notices or other publications for NRCoC purposes...

I would be quite confident but for the further complication of using the ticket with a Freedom Pass to pick up from West Ruslip. Freedom passes being valid after 0930 however on a non stop train I would not be able to argue that my journey was one of two parts when clearly it was not.
On a stopper and getting off at West Ruislip and getting the next train perhaps.
