Super off peak on Saturdays

I (from GWR land) met someone from GN land in London on Saturday.

I had an off-peak Travelcard and they had a Super Off Peak. I didn't have the Super Off Peak as an option when purchasing, it was only when we compared prices and tickets as we are both about the same distance from London.

Just wondered, what determines which flows have Super Off Peaks particularly?

The marketing departments, franchise bid teams and pricing managers of different train operating companies.

Note that some super off-peak tickets were created to allow off-peak tickets to be increased in price. Others were created to try and get people to travel at times with spare capacity.
