Having reading through the Central Pennine (Colne - Skipton) thread, the following post (see http://www.railforums.co.uk/showpost.php?p=3022075&postcount=118) has got me thinking of a type of Taktfarplan with Blackburn being the hub of East Central Lancashire.

At the present moment, there is the Blackpool South - Colne every 60 minutes Mondays - Saturdays, Manchester Victoria - Clitheroe via Bolton every 60 minutes, Manchester Victoria - Blackburn via Todmorden every 60 minutes, and the Blackpool North - York via Bradford Interchange limited stop every 60 minutes.

The existing routes and frequencies to be kept the same, with an additional Manchester Victoria - Colne via Bolton, calling at Salford Crescent, Bolton, Hall i' t' Wood, Bromley Cross, Darwen, Blackburn, Rose Grove, and stations to Colne every 60 minutes. There would also be an additional Preston - Clitheroe calling at Lostock Hall, Bamber Bridge, Mill Hill (Lancashire), Blackburn, and stations to Clitheroe every 60 minutes.

The present Manchester Victoria - Blackburn via Todmorden to call at all stations between Rose Grove and Blackburn. Together with the Blackpool - Colne, this would double the frequency at the stations between Rose Grove and Blackburn.

The present Manchester Victoria - Clitheroe to be extended every 2 hours to Hellifield, to provide connections with the Leeds - Carlisle trains. This would improve connectivity from Midland Railway destinations in the Yorkshire Dales to Lancashire and Greater Manchester.

Excluding the York - Blackpool North limited stop, with the local services, the frequency along common sections of route would be doubled to every 30 minutes, with a train every 60 minutes to each of Preston and Manchester Victoria. For example Preston - Blackburn local every 30 minutes, Blackburn - Clitheroe every 30 minutes (every 2 hours to Hellifield), Blackburn - Colne every 30 minutes, Rose Grove - Blackburn broadly every 30 minutes, Blackburn - Manchester via Bolton every 30 minutes.

As Blackburn station has an island platform and if the present signalling allows it to do so, perhaps trains from Preston and the Bolton direction could arrive at the same time or thereabouts to allow passengers to change from one train to another, likewise with trains from Colne and Clitheroe in the opposite direction too?

Church (despite its proximity to the relatively busy Ossy Mills), Huncoat and Hapton don't come close to justifying a half hourly service, and Clitheroe is pushing it too, despite the opportunities for connections a direct link to Preston would create. Any form of additional service to Colne above and beyond the present hourly service requires some form of doubling along the branch.

As you have alluded to, Man Vic to Blackburn via Bolton is going up to half-hourly come what may (calling at the stations you list), and I believe, though am not sure, Bamber Bridge is pencilled in as a stop on the Blackpool North-York services in future. These two alone are probably the only necessary and realistic improvements in East Lancashire as things stand. I agree Colne and the line via Chatburn need a deeper analysis, but I don't think anyone actually knows what would be the best development for them...

Oh I didn't realise we'd gone back to 1880!

A few questions:
Where does the extra money come from?
Where do the extra units to provide the additional services come from?
Is the Settle & Carlisle to Manchester a market which is actually worth serving with a clockface pattern? Maybe a Summer Saturday Only Manchester - Settle - Carlisle and return for walkers and the outdoor types would cover it, but a 2-hourly service terminating at Hellifield of all places seems a bit OTT.

There was an East Lancs Metro proposal about 20 years ago that probably included a lot of this.
