stripes on station infrastructure

I was just wondering....I have in the past noticed alot of stations on southern and south eastern have 3 stripes painted in the same places on every pole, lamp post and station sign, infact anything metal that sticks out of the platform. They are green on Southern, blue on South Eastern and now I have noticed them painted in exactly the same place on my local GA stations in white. Can anyone tell me is there a reason for this or is it purely cosmetic?

My first guess is that they are contrasting colour bands to help visually impaired people to see the objects. Are they all about eye height?

One is at the floor, one at eye level and one in between. I didn't think of that. I was starting to think it may have something to do with the paint being reflective at night?

Fairly sure they are purely cosmetic. SWT have them down here but in Orange/Blue/White but are all just above the 'electrical box' on the pole (if there is one). None further up.
