As above: those latin-speaking countries are always in that league.
Additional: on community.eurail - a forum also done by NS/NL and on the very same basics, deals mostly with INTERRail (whch many a Brit posting on it seems now convinced it is not for them anymore....) will also post all known to them strikes on that forum-but mostly at very short notice.
In NL- IF there is a train strike it nearly always means no train at all will run. IN FR or IT mostly a fraction will still run. In some countries there is now even a legally ordered ´minimum social service´ to be maintained (I think thats IT, perhaps also FR), but thats often the same as ´smoking prohibited here´-not enforced that much.
