The commission probably helps with the proactivity (of most of my colleagues) at least.

It might play a part but other TOCs give higher commission but yet their guards check even less. So i think it is more down to management being more proactive in emcouraging them to be visable and walk through the train. Also i am always rather surprised that their Ticket Examiners get less commission than Conductors get. Scotrail Ticket Examiners get 3%. Scotrail Conductors get 5%. You would think they would give the same commission rate to both.
