What power did it have? Well, it had the power to get Richard Bowker's name in the papers and the magazines at every opportunity ...

The Strategic Rail Authority was set up under the terms of the Transport Act 2000 and was only in existence from 2001 to 2006. Its main remit concerned the awarding of rail franchaises and the monitoring of the compliances inherent thereof. In 2004, after only a short term of existence, the then Secretary of State for Transport (the one with the white hair and jet black eyebrows) announced to the House in a Commons Statement that the Strategic Rail Authority was to be wound up and abolished as an entity with the following 12 to 18 months.

It was a bit like an Opraf, only all grown up.

Bit more cautious in awarding franchises than it's predecessor, in my view.

The Dft in a moment of honesty thought that politicians shouldnt be running the Railways and created an arms length organisation to do it, then they realised they actually quite liked micromanaging the railways and taking the credit so took back control again.

The SRA also suffered from having an incompetent at the realm in the form of Bowker. Everything he touches goes belly up. He made Darlings decision to close the SRA quite easy, in my opinion.
