With the move of the Stena ferries to Cairnryan in 2011, the only use of the Pier at Stranraer has been for the trains.

As the current railway station is not really well sited to serve the town, would the economics make a case for reopening the short stub of line to the old Stranraer Town station and closing the line onto the pier?

Does Network Rail own the pier and thus responsible for its upkeep, or does it merely have a right of way along it?

Fully agree. From what I've seen in previous discussions the old town site is a similar distance from the town centre, but there has to be a good opportunity to improve facilities" the present site is very exposed and must be quite costly to run so in the long term such a relocation could be very good for the town, along with timetable improvements now that they do not need to connect with ferries in the same way

Yes. From previous threads over the years, IIRC a station at the shoreline would be possible, but Stranraer Town isn't well located.
Given that the timetable was rejigged a couple of years ago to run 2-hourly all day, with ISTR positive results, I'm not sure further improvements are realistic though.
