Strange Incident

Last week I was traveling into Paddington from South Wales on a packed train. As usual I wait for the mass rush to leave and get off. I see what looks like a double coupon ticket/receipt on the platform and someone from the back off the train walking along picks it up, looks at it, separates it and puts one part in their wallet and the other part they put in their pocket.
I think this is a little odd and ask them if they just found a ticket, to which they say 'yes it was mine'.
I thought it was odd because the ticket was in the direction in front of them, so how could they drop it before they get there, but I suppose they could have realised they lost it and walked back, not noticed it, returned and noticed it second time. There were no barriers on the platform, so they wouldn't have to take tickets out to exit.

My gut feeling is they found it and just took it, but I know I can't be sure. Is there anything I should have done? The ticket might be quite expensive and someone who can't afford it may need to buy a replacement ticket.

Just somebody presumably twigging that they can take advantage of something that somebody else threw away/lost. Maybe the ticket hadn't been stamped, or perhaps the person was after an iffy expenses claim, who knows! Probably dishonest, but it happens. Other than hounding them along the platform and yelling for the BTP - and possibly looking very silly if you'd got it wrong! - there isn't much you can do. I shouldn't worry about it
