Okay, I apologise. I guess it's impossible to be guilty of a Byelaws offence if you board at a station without a TVM, no matter what happens afterwards.

I don't think it is selective quoting. There are only two byelaws that refer to ticketless travel offences (17 (for CTAs) and 18 (for normal areas)) and both include the clear caveat that IF there are no ticketing facilities at the origin then they do not apply.

Further byelaws 19 - 22 deal with other matters concerning fares, non of which are relevant to ticketless travel.
