It says on the UK main line steam tours site that these tours has been cancelled does anyone know why?

Could be due to the fire risk due to the current hot weather (although the end of July is a while off yet).

Less so cancelled more never confirmed as happening. The current weather has no relation - as usual the press jumped the gun on advertising the operation.

In the internal notice issued 29 March 2018 it was still a 'possible' event.
In the same notice issued 27 April 2018 the event is listed as: "postponed until March 2019".
This should of course, not be seen as confirmation the event will be actually take place.
