Steam loco on M61 southbound - ID please.

Anyone have any clue about the steam loco on a low loader on the M61 Southbound between junctions 9 and 8 this afternoon. Looked to be either in primer or bare (rusty) metal. Think it was a tank loco of some type. I was in heavy traffic so difficult to get any other details.
