Steam excursions: reliable?

In about June 2022 from Australia I booked on a Railway Touring Company September 2022 steam trip.

It was cancelled due to low bookings with not much more than a week's notice before I departed Melbourne.

A refund promptly arrived to my credit card, no problem.

I may visit UK again in 2023.

While no one has a crystal ball, is your perception that due to the economic downturn, rail tour operators have carefully researched which tours are likely to "sell", or do you believe that there are too many tours scheduled and hence the chances of some not receiving sufficient bookings are high?

One tour I'd love to do is that Great Britain annual one that's already advertised for 2023. If I booked and it was cancelled at the last minute, it would create a lot of work for a leisure traveller from afar to rejig up to nine days.
