Would Rannoch and Corrour be classed as not easily accessible?

There's several on the Heart of Wales Line (aka Central Wales Line) that, although accessible by road, are limited in that its a single track you couldn't get a bus along easily, if at all.
Immediate ones that spring to mind are Llangynllo, Cilmeri, Garth, Cynghordy, Llangadog, Llangennech. Several others are road accessible, but with no parking at all, such as Dolau and Llanbister Road

Is Sugar Loaf Halt reasonably accessible by road?

Yes, it's one of the few that is - right next to the A483 Builth-Llandovery road, with enough space for parking a few cars. A very busy road though, need to be careful if walking to/from the station

Some of these have already been mentioned.
Llangynllo, Cilmeri, Garth, a small bus is possible and it has been done.
Llangadog is just off the A4069.
Dolau has a pull-in right by the level crossing.
Llanbister Rd has a pull-in just over the railway bridge.
Cynghordy is accesible by a bus, as we were met there from a failed train in the last 2 years.

Rannoch has a public road (the B846) serving the car park, so you can argue it's actually closer to the nearest road than some city-centre stations are.

I appreciate the B846 is a really long dead-end!

I could say numerous stations in Central London as to park 'literally' outside of any of them would see you get a parking ticket at the least.
