Stagecoach Cumbria and North Lancashire

Due to the heavy snow fall in the area, looks like Stagecoach CNL had to abandon quite a lot of the ‘lakes’ fleet in the Lake District area last night

BusTimes shows journeys on the 555 and 599 ending many hours late in the middle of nowhere and then dead journeys starting from the same place this morning

11574 looks to have spent the night just north of Ambleside
11576 near Ings
11577 at Waterhead just south of Ambleside
11578 in Ambleside
11579 just to the south of Windermere
13802 at Brockhole
13804 at Ambleside

Hopefully the drivers didn’t have to spend the night on the bus


I’ve also seen on X that due to all the regular buses being stuck they deployed an open top bus on the south section of the 555 from Kendal to Lancaster.

The best one is 10555 which for some reason continued from Ulverston (despite all others terminating), the bus then got stuck after Newby Bridge moving very slowly for about 2 hours before sitting there between 22:00 and 01:30ish before the bus continued it's journey to Kendal arriving 6 1/2 hours late. I am not sure if it was a joke but the bus was then logged into it's return trip running 5 hours late (or you could argue that it was the 23:10 running 3 1/2 hours later). Not sure how many passengers were waiting for it but it seemed to run, including diverting into Lindale and getting stuck there for half an hour and finally arriving back into the depot at half 4 this morning, about 9 hours after leaving Barrow, it returned.

They promised on Twitter they would run the 1840 (albeit from Ulverston) and 2140 return… which they did - eventually!

I hadn't checked their twitter.

The 18:40 did run from Barrow, it seems that it only shows a part trip due to the split registration.

The 21:40 may as well have been cancelled and replaced by the 23:10. If we're going to be a stickler though, they claimed it was running but it didn't serve most of the stops in Dalton or Barrow.

Linthorpe? Do you mean Milnthorpe?

I don't think it has been mentioned before on this thread, but it seems the 78 Keswick open top service continues this winter and is being operated by the 17 plate Volvo B5TLs from Kendal. Not only that but there appears to be an in-service run from Kendal on the 555 - departs Kendal 07.00, return departs Keswick 18.00 - run by the open top bus. On a dry day that's one heck of a way to see the best of the Lake District!

There are two buses used during the day, one comes up from Kendal as the 555 and heads back out of service in the afternoon, the other comes up out of service in the morning and returns in service in the evening.

I notice from the latest Notices and Proceedings that Stagecoach Northwest have been given an S17 formal warning - what does that imply? And does anyone know what the problem was that led to the public enquiry in the first place?

For reference, the North West Notices and Proceedings 3133 is attached as a PDF. The relevant entry is in section 5.2 (p17).

I've also attached the Traffic Commissioner's Principles of Decision Making document, which states on P6:
Section 17(1) of the Act requires a traffic commissioner to revoke a standard
licence if at any time it appears that the licence-holder no longer meets the
requirements of section 14ZA(2) (i.e. (a) has an effective and stable

The Operator is issued with a FORMAL WARNING for its failure to operate certain of its registered bus services in its operating area of Barrow, Carlisle, Kendal, Morecambe, and West Cumbria under section 6 of the Transport Act 2000 or operated a service in contravention of that section, taking account of the guidance provided in the Senior Traffic Commissioner’s Statutory Document no. 14 ( SD 14) on Local Bus Services in England (outside London) and Wales. In making this decision whilst I am satisfied that the Operator has on occasions failed to comply with certain of its registered services, ‘without reasonable excuse’, I find that this is not a case where the imposition of any penalty or sanction is needed to focus the mind of this operator so as to achieve the statutory purpose of section 155 of the Transport Act 2000. Bus operation is complex and susceptible to external factors. In the case of this operator, it is also subject to region- specific additional factors, particularly concerning driver and skilled mechanic recruitment and retention that it has been actively addressing, additional to fleet investment, with demonstrated improvements achieved.

If ,in future, substantial and substantiated complaints are received from travelling passengers using the registered local services provided by this Operator, or their elected representatives, a meaningful representative sample of the Operator’s services in question shall be required from a fresh monitoring exercise by DVSA, with the Operator responding on a case by case basis to the alleged failures found on DVSA monitoring to operate or failures to operate in accordance with the registered particulars outside of the ‘window of tolerance’, with details of any ‘reasonable excuse’ pleaded on a case by case basis.

The 93/93A, Carlisle to Anthorn service has a significantly revised timetable with all journeys operating as service 93 via Drumburgh and Burgh-by-Sands.

Service 104
From Monday to Friday, the journey that sets off at 8.35pm on the 104 from Carlisle to Garlands will no longer operate.

West Cumbria
Service 29
In West Cumbria, the Workington to Whitehaven service 29 has been revised to incorporate service 1 for Lowca.

The new service will alternate between 29 and 29A.The 29 travels between Workington, Lillyhall, Distington, Bransty and Whitehaven.

The 29A also operates along the same route as the 29 between Workington and Lillyhall before travelling via Lowca to Bransty and onto Whitehaven.

Service S33
Stagecoach will no longer operate contracted service S33 on behalf of Whitehaven Academy.The firm said for students who wish to travel to Whitehaven Academy on the wider Stagecoach network of services rather than dedicated school buses, connections are available from across Whitehaven onto service 30.South Cumbria

In the particular instance, a number of complaints had been received regarding the monitored services, which I find have been thoroughly investigated by the Operator. The Operator’s investigation identified that the majority of the complaints derived from one main complainant using a database source which was flawed for technical reasons, such that the complaints were factually unfounded.
I note the Traffic Commissioner is taking aim at what appears to be one person sat on a computer looking at Bus Times.org ?

It seems to be Stagecoach policy to attempt to cast doubt on the accuracy of information from Bustimes. It can be inaccurate, but it is also the easiest way to show an issue and, if interpreted well, can be a valid source.

I'm not the person here, but I made a complaint about cancellations in our area, got slapped down by the local boss who didn't even bother looking at the info I had. I asked the Stagecoach twitter team to check on their system and they agreed with my analysis - in this case buses were being turned short and part of the route wasn't being served.

I suspect Stagecoach are aware this is a way to highlight issues so want to make it sound like it's anoraks sat hunched over a computer in a dark room complaining for the sake of it, and that their complaints aren't valid due to shortcomings in the system.

If Stagecoach provided reliable tracking and timetable data, there would no need to cast doubt over bustimes accuracy. After all, all of the data Bustimes gets, is from 3rd parties. Garbage in, garbage out.

That's how Stagecoach were with me when I was reporting data issues to them (other areas, not Cumbria). I've got to the point where I have just referred them to the traffic commissioner for not providing full and correct open data (as per the law).

With how obsessed some young enthusiasts get at hating some bus companies, it would not surprise me in the slightest if one was making logs from BusTimes and sending them in to the Traffic Commissioner

Not just young ones, unfortunately if the information is out there people are free to use it as they like even if it isn't what it was designed to be used for.

As @Andyh82 is suggesting, perhaps some people have too much time on their hands? If people are making complaints about services that haven't directly impacted them, you have to question their motives.

It depends how you define a direct impact. I've been keeping an eye on our local service as last year they had driver shortages and it was basically at the back of the class when it came to allocating drivers. As a result it wasn't uncommon for 1 in 4 to not run, some days only half ran. As a result people lost confidence in it, stopped using it, and this was used as an excuse to halve the frequency.

Did buses I want to use not turn up? Only very occasionally.

Did missing buses have an impact on me? Yes, because overall usage dropped so provision was cut.

That cut service has also had issues with buses being turned short. Again most times it didn't impact me, but further eroded confidence to the point where I'd heard rumours the service was to be cut completely.

In addition, are we not allowed to have concerns for friends, family and neighbours who would be similarly affected?

In this case it concerns me that it's the Traffic Commissioner who is dismissing the complaints. If the data is incorrect they should be asking Stagecoach why. It also doesn't seem to allow for interpretation of the data. For example, if I see a missing service I don't just assume it's not run, I check back on the diagram and see what should have formed it. Most of the time the driver just hasn't changed the ticket machine over and the bus has tracked, just for the wrong journey. If someone has just been looking for missing services on bustimes and not done any homework then yes, it's lazy and a waste of time. But most people prepared to complain that much are also likely to put the effort in to try and build a 'case'.

(It also sounds like I'm a boring old sod who sits hunched over the computer all day - honestly not! Well, not checking bustimes anyway!)

This is the issue here, we don't know the context of the complaints.

My mother relies on Arriva in Co Durham - she doesn't even have a smartphone never mind the computer knowledge to track a bus. It's all about context.

FWIW, she mentioned to me a while back that their Sunday service was pretty much non-existent. I was able to check on bustimes that it was running late and skipping her area to make up time.

I think the fact the TC took action shows there is a problem with this operator. Would it have come to light without someone trawling bustimes for issues? Who knows. Both my local operator and Arriva in Co Durham have plenty of issues and I've not heard of either having to answer to the TC - are Stagecoach Cumbria worse, or was it the highlighting of the issue that prompted action?

It is noteworthy that the TC's decision differentiates between the vexatious complaints (presumably made to the Traffic Commissioner (TC)) by a single individual, then passed to Stagecoach for investigation to allow them to mount a defence) and "actual travelling passengers". This would appear that the Deputy TC is satisfied by Stagecoach's investigation, otherwise she would have stated her dissatisfaction with the response.

Inference can also be drawn that there was satisfaction with the "excuse", given the quoting of a letter from the local authority. Whilst not exactly in support, it does bolster Stagecoach's reasoning.

Although the decision just says "a database source" without specifying which, we have generally assumed it probably is bustimes, as the seemingly most well-known source of said information, even if it was designed, according to the site owner and designer in past media interviews, mostly for the public. Many, if not all of us here, will know that it tracks the ticket machine, not the bus. We've all had occasions where there is a GPS error, a tracking failure, two or more vehicles tracking under the same machine, the wrong trip logged, an emergency code being used, the machine going to sleep and bouncing locations... none of which will show properly. We've also had occasions where the operators have been caught bang to rights. Unfortunately, there are some out there who haven't yet worked out this difference. *

That single complainant may have been pleased to see Stagecoach hauled before the TC, but all that will have happened is their complaints will now generally be regarded as vexatious (and ignored) both by the TC and the operator, and any 'real' complaints they may have be ignored - especially if data can be produced to say (along the lines of "yes, we can prove the bus ran because we issued 5 tickets on the journey, but it seems there was a GPS error" or "here is a log from our internal system, we ran the service without logging on the machine because the service was so delayed on a previous journey owing to horrendous four-way temporary traffic lights on the biggest road in town we didn't feel it appropriate to charge"). It is, of course, important that operators obey the rules, and many stretch resources to the limit to do so, but ultimately, in a (personal) heirarchy of importance, I'd rather the TC investigate serious maintenance failings and breaches of drivers hours rules than my local bus only running 85% of the time (however annoying that is in the moment).

The referenced to the 685 only being operated with double-decked vehicles is curious - could some complaints from "actual travelling passengers" have been overloading and resultant inability to board?

* I used to commute to work with someone who always used to complain that the tracking service provided by the company "always jumps from one end of the tunnel to the other, and then I have to rush to leave work". Despite clearly being good at her highly detail-oriented job, she could never quite grasp that GPS doesn't work underground!

That is promising. I hope they have sufficient understanding of the system to tell the difference between a reasoned rebuttal and obfustication though.

I believe I'm correct that anyone can register for access to BODS and download the data for themselves? So while we are assuming bustimes it may be they've used the raw data instead. Someone with a bit of technical knowledge could probably fairly easily write a tool to analyse BODS data and pick out services of 'interest'.

As you say though it's then a question of whether they do the leg work and look for possible causes of incorrect data, or just run to the traffic commissioner, 'sir, sir, x isn't running service y properly'.

I'd rather the TC investigate serious maintenance failings and breaches of drivers hours rules than my local bus only running 85% of the time (however annoying that is in the moment).

It’s worth reminding though that tracking data isn’t 100% reliable - it’s a system which requires a signal, functioning devices and a human to enter the right trip data. Operators may have other GPS records of buses from CCTV or telematics so can evidence buses ran.

Unfortunately like bus spotting which seems to have moved online, a section of people are prone to complaint based on an online observation not an actual one.

Yes, that's why I highlighted the need to check the data before jumping to conclusions. I think it's very hard to prove a service didn't run from tracking data. You can spot when a bus was diverted off it's normal diagram as a likely case but can't prove it. You are more likely to spot where a bus was turned short, but even then there is a chance it was substituted.

I should say it's a touchy subject for me - I posted on here about a gap in our local service, the local manager had a right go at me for daring to question his staff. Problem is, one of the missing buses I was waiting for, others people had posted on the local Facebook group that they'd not turned up, and bustimes showed them turning short. He'd not bothered to even find out which day or services I was talking about, but was happy to talk down to me that there are plenty of reasons he won't bother to go in to that they did run but weren't tracked. Even said there wasn't even a one hour gap between buses let alone 4 - when the service is only once an hour!

When I put the complaint direct to Stagecoach - with the evidence - they looked in to it. I was actually wrong. I'd claimed a 4 hour gap between buses, it was only 3.5 hours as one had run just very late.

This is why I don't trust a response from Stagecoach without more context - there is an arrogance that they are right without actually looking in to the issue.


I feel this probably is better served in a different thread however, would it be possible for the mods to split off the relevant posts so this discussion can carry on without detracting from this thread?

I have to say, I think Stagecoach Cumbria have been slightly unlucky with regards the 685, as the majority of cross country boards (Hexham/Haltwhistle mentioned by the TC) are operated by Busways using single decks!

I have to say, I think Stagecoach Cumbria have been slightly unlucky with regards the 685, as the majority of cross country boards (Hexham/Haltwhistle mentioned by the TC) are operated by Busways using single decks!

Incorrect - there are 5 full length boards on the 685, of which Busways operate.....2. Carlisle operate the majority of the 685 working - the Brampton shorts plus 3 full length turns (one of which is ex-Arriva).

My mother relies on Arriva in Co Durham - she doesn't even have a smartphone never mind the computer knowledge to track a bus. It's all about context.

FWIW, she mentioned to me a while back that their Sunday service was pretty much non-existent. I was able to check on bustimes that it was running late and skipping her area to make up time.

I think the fact the TC took action shows there is a problem with this operator. Would it have come to light without someone trawling bustimes for issues? Who knows. Both my local operator and Arriva in Co Durham have plenty of issues and I've not heard of either having to answer to the TC - are Stagecoach Cumbria worse, or was it the highlighting of the issue that prompted action?
As @duncombec said, and as the judgment from the TC is unequivocal about, there were numerous referrals and complaints that the TC investigated in respect of the services listed so it would have been investigated. However, it was clear that a number were from a single individual and that they were reliant on incorrect information gained from a third party source and that the individual was not inconvenienced.

That they (the TC) felt the need to specifically refer to this is quite revealing in itself?

Given the response of the TC, it would appear that there was clearly a case to answer in the other actual instances where customers had genuinely been affected. That was accepted by Stagecoach. The TC is clearly of the mind that whilst they are culpable, they have given sufficient evidenced assurances that they are tackling the root problems.

Tellingly, they also say that should there be "substantial and substantiated" instances in future, they will again monitor and take action.

In short, Stagecoach were guilty of some misdemeanours and coughed to it. Others were clearly vexatious, and were demonstrated as such. The TC was happy that they are taking action on those factors that they can control but has marked their card.

I should say it's a touchy subject for me - I posted on here about a gap in our local service, the local manager had a right go at me for daring to question his staff. Problem is, one of the missing buses I was waiting for, others people had posted on the local Facebook group that they'd not turned up, and bustimes showed them turning short. He'd not bothered to even find out which day or services I was talking about, but was happy to talk down to me that there are plenty of reasons he won't bother to go in to that they did run but weren't tracked. Even said there wasn't even a one hour gap between buses let alone 4 - when the service is only once an hour!

When I put the complaint direct to Stagecoach - with the evidence - they looked in to it. I was actually wrong. I'd claimed a 4 hour gap between buses, it was only 3.5 hours as one had run just very late.

This is why I don't trust a response from Stagecoach without more context - there is an arrogance that they are right without actually looking in to the issue.

This is a completely different OpCo, and if you think that every Stagecoach manager acts the same, and thinks the same, then you're wrong. I know three senior Stagecoach managers and they are very different in their approach with one crucial distinction... they all care passionately about working in the bus industry. It was the only industry that they ever wanted to work in.

I'd guard against tarring everyone with the same brush.
