Staff photographing celebrities without their permission?

Not illegal but would likely result in disciplinary action as the celebrity might find it distressful or make them uncomfortable

What would peoples opinions be on criminalising malicious intentional photography of people? Would this be practical to enforce and be able to seperate from those without bad intentions? (Eg taking a picture of a crowd to show passenger flow or including someone in a picture to show perspective, or if people accidentally get in your shot).

Dangerous ground and a vague law leading to very messy court cases.
in public there is presumably some kind of harassment offence if you kept taking photos of someone who asked you not to?
The situation on a train could be covered by a byelaw if it isn’t already - are there any railway byelaws covering harassment and/or taking photos on board a train (other than the crews general right to turf you off at their digression)?
