I see this a lot on TRUST in the incident text for larger incidents affecting multiple TOCs. I assume its some sort of grace period for "service recovery" (which takes care of the first two letters)

Can anyone tell me what it stands for, and what it means etc?

Service Recovery Commencement Time

Its the time at which an agreed service recovery plan is started following disruption. Its then followed by conferences between the affected parties and Network Rail before progressing to normal working followed finally by the closing of service recovery.
