Splits when buying on arrival

If you (legitimately) are buying a ticket at your destination, either with a permit to travel or because you're travelling from a station with no ticket issuing facilities, are you entitled to request a particular split ticket for the journey you've just made?

Of course! The rules about booking offices having to sell you any combination of tickets asked for still apply if these are purchased retrospectively :)

Suppose you buy your first ticket at a TVM at your origin station to comply with Penalty Fare rules, but do not buy a ticket for the whole trip because it is more expensive than split tickets. Can you get the second (and subsequent if appropriate) tickets in the split at the destination?

Sure can! :) So long as you end up with a valid combination of tickets, ticket offices have to sell you the combination asked for :)

So you are sure if a RPI came along after I had passed the end of the first ticket, I would not be accused of fare dodging? If that's so, it could be used by fare dodgers as an excuse for not buying a ticket for the whole journey, as long as they could produce evidence of a combination of tickets being cheaper than a through ticket.

Correct in my view, so long as you boarded at a station that did not have an open ticket office and did not have a reasonable opportunity to buy a ticket at any interchange station :)

That still leaves room for abuse I suppose, from unstaffed stations with TVMs.

Professional dodgers could just buy the cheapest ticket from the TVM and chance it. If caught, they could argue that they were split-ticketing.

National Rail Conditions of Carriage said:
3. Where the full range of tickets is not available
If you cannot buy an appropriate ticket for the journey you want to make because the range of tickets that is available at the station from which you intend to start your journey is restricted, you must buy a ticket or Permit to Travel before you travel that entitles you to make at least part of the journey. Then you must, as soon as is reasonably practicable, buy an appropriate ticket to complete your journey. In these circumstances, you only need to pay the fare that you would have paid if you had bought a ticket immediately before your journey. The price you will have to pay will be reduced by the amount paid for the ticket or Permit to Travel.
My only concern is that the way it is worded doesn't explicitly mention a combination of tickets, however I would argue the key points are 1) the full range was not available and 2) I am entitled to pay the price I would have paid had the full range been available.

But that is an artificial situation created by the TOCs. In other countries, I am told the full range is available from TVMs. Our TOCs choose not to do that.
