The car driver didn't do a great deal wrong, tbh.
If he was just your typical middle lane hogger, then yes, 3 points and a fine.
However if he is instead deliberately provoking these situations, and there appears to be evidence he is, that's quite another situation.
A reasonable driver, when encountering a madman with a murdering glint in his eye, will stay the hell back. You can see this in the full video on youtube:

Someone who thinks that because the roads aren't policed, it's up to them to police them, and thus deliberately escalates situations is another issue entirely.

Plenty of people who don't run a copmany have dashcams. They don't seem to run into half as many problems as Mr Stockdale.

He ignored the lane merge sign on the road at 17 seconds, and rather than merging by slowing down over the next 5 seconds he kept parity with the lorry driver to create a video he could use to complain about the situation.

That's why you should be able to stop in the distance you can see is clear, signs or the lack of them asking you to go slow are irrelevant.
This lorry driver clearly wasn't keeping an eye on the road in front - even without stopping he could have avoided the situation by moving into the adjacent lane.
(I'm assuming his brakes hadn't just failed, had a heart attack, etc. etc.)
Of course if Dave1987 had been driving down the A12 or A46 near Warwick and encountered this line of traffic he would also have smashed into it, as he is unable or unwilling to look at the traffic on the road before joining it.
