I believe it to save the driver having to check the train is empty late at night at Hayes, which is an un-staffed station. They go fast to London Charing Cross, or Lewisham, which are staffed 24h for the checks before going out of service.

That's correct. A driver should not be locking out a train (and particularly late at night) without assistance.

What happens at other such termini (Tattenham Corner, Epsom Downs, etc.) which are unstaffed?

I would imagine there are local agreements covering those. I would certainly hope that a lone driver- esp female is not expected to lock out without assistance.

Most drivers have a common sense approach at Hayes with the lockout. If its a quiet night and I am able to raise any sleeping beauties with a tap of the carriage key on the window,and they then leave without fuss then I will lock it out myself, saving the station staff at Lewisham at job.

If however they are completely out of it then it gets run to Lewisham where a pair of platform staff deal with them.

So not a "service" then but a 'working'? If not available for public use, it should be classed as ECS.

If it's not in the journey planner or PIS that's quite sufficient, really, as no passenger would become aware of it by normal means (RTT doesn't count, it contains internal information not intended for public use, and has to be used carefully). The purpose of this designation is presumably so it can't be routed via any non-passenger lines or similar as there *may* be unintentional passengers.
