South Eastern STL bad weather refunds

I overheard a conversation between 2 other commuters this morning, that due to their performance during the recent bad weather, South Eastern would be allowing a discount off STL renewals. This is contrary to what I've been told only last week by their customer relations team and also their website. Does anyone have any information on this?
Also in a related question - I asked SER how their performance statistics could possibly NOT trigger the discounts when taking into consideration the disruption caused by the last downfall of snow. As they had advised there had been no void days in the year I assumed that every train on those days would count as cancelled. Their response was that in the event of severe bad weather they did not have to count those services on theirperformance stats or declare a void day. Howeveer, having also commuted by SWT, I know that in such circumstances they DO declare void days, so I'm somewhat puzzled as to how the rail regulators allow differnet companies to treat their passsngers differently - or is it simply that SWT care about thir passengers more?
