The Department for Transport has begun consultation on the plans for the next South Central franchise. Alongside the consultation document the DFT have invited expressions of interest in bidding for the franchise. The new franchise will begin on September 20th 2009. The main feature of the new franchise will be the merging of the current Gatwick Express and Southern franchises as well as gaining the Redhill - Tonbridge line. The new franchise will last for 5 years and 10 months.

The new franchise will be split into 5 different sections:
- Brighton Main Line and Gatwick services.
- London Suburban.
- Horsham, Uckfield, Tonbridge, Redhill and East Grinstead.
- Coastway.
- West London Line.

The franchise will take over the following rolling stock:
- 16 class 171 Turbostar DMUs.
- 182 class 377 Electrostar EMUs.
- 17 class 442 EMUs.
- 46 class 455 EMUs.
- 24 class 456 EMUs.
- 8 class 460 EMUs.

The objectives of the franchise have been defined as developing services to account for the expected growth in passenger numbers and attempt to ease overcrowding whilst achieving value for money for the taxpayer. A major part will be meeting the RUS for the Brighton Main Line, including working with the development of Thameslink services and the East London Line project. The franchisee will also be expected to improve the punctuality on the services. The other major issue will be improving accessibility for disabled travellers.

The Thameslink upgrade will impact upon the South Central franchise since the number of terminating platforms at London Bridge from 2011. To offer the same amount of capacity into London it is intended that Victoria - London Bridge via Denmark Hill services be withdrawn and that East Grinstead/Uckfield line trains have more capacity.

The HLOS specified increased length of trains on inner suburban services, with Network Rail carrying out a program of platform extensions. 10 car trains should be used on services into Victoria via Norbury, Gipsy Hill and Hackbridge to provide greater capacity from 2011. From 2012 this would include the Sydenham branch into London Bridge. It is also expected that 12 car trains will run on the East Grinstead route.

Changes to services into London Bridge will also be required in association with the East London Line project. Some stations currently operated by Southern would transfer to Transport for London operation when the ELL extension was opened.

Other schemes that will apply to the franchise are the redevelopment of East Croydon, Gatwick Airport, Clapham Junction and London Victoria stations.

Service changes likely to occur are as follows:
- When the franchisee takes over the Gatwick Express operation will 6 trains in each peak that currently run to Gatwick will be extended to/from Brighton.
- There will be major changes to services into London Bridge from the commencement of SLC2 in 2010/11.
- London Bridge to London Victoria via Peckham Rye services will be withdrawn. This will be compensated for by an enhanced Southeastern service.
- Improved Sunday services on suburban lines.
- The hourly London Bridge to Horsham service will begin to run half hourly.
- Brighton to Southampton services to run on Sundays.
- The West London Line trains will run to Milton Keynes from Croydon on an hourly basis, and half hourly from Kensington Olympia.

As well as this potential developments that may occur during the franchise and should be planned for include the reopening of the Lewes - Uckfield branch, the reopening of the Tunbridge Wells - Eridge branch, possible new stations and a possible extension to Croydon Tramlink.

South Central was the name straight after Connex was booted. Then when Govia Took over, it was named 'Southern' Which is retained today.

Would be best to let Govia keep it - saves a pointless name change and rebrand just for 5 years then

why is it only a short franchise, i thought daft were against short franchises and were going for longer ones around 8/9 years.

Anyway, is it true that Firstgroup are going to be in the running, or have I made that up?

Services to Gatwick were just far too passenger friendly then....was only the reason for the service starting up!! :roll:

God i hope so <(.

I think this is only 5 years so it runs out the same time as the recently started franchises

My prediction (for what it's worth) is Go-Ahead again.

Remember though, Southern & Southeastern intergrate quite a bit with each other.

Not too much of an extent, Southern intergrate once an hour with London Midland (yes now im just being stupid :D )


This shall be a very quick, before you know it the new franchise shall be starting

... and before you know it, it'll be over! The DFT are asking for a lot in the very short period, and I wonder if that'll scare people off?

I do hope Go-Ahead get the franchise TBH, they can (hopefully) continue with the improved performance and for the sake of a few years they'd be as well to avoid a total rebrand by another company. From what I've seen, the services are very good and reliability is on an upward trend so they do have a good chance (then again, should I have said that? :D)

Do you not mean GoVia? as Go-Ahead is the bus group of GoVia.

Now this is an interesting point. What will happen to the stations on this route SE don't currently serve?

I understand Wandsworth Road and Clapham High Street may not pose such a problem but what about Queens Road Peckham and South Bermondsey?

ah yes there are other services at the latter two :oops:

Would SE services be calling at Wandsworth Road and Clapham High Street, then, where other services do not operate?

i've heard that Stagecoach (swt & east midlands trains) are putting in a bid for this but i think it will go back to govia because the Dft may see if they can turn things around on that franchise and if not they will give it to the next best TOC.

It would be daft of DaFT not to let GoVia keep the franchise, because it would save time, money and effort to rebrand the services.

The franchise is so short because when the new Thameslink line opens, FCC (thameslink bit) southeastern and south central will become 1 or 2 larger franchises.I think the rest of the FCC franchise may be chucked in there as well.

GatEx becomes part of the SC franchise anyway this summer.

Performance has taken a U-turn since the new timetable was introduced - the PPMs dropped, everythings dropped except the number of complaints! Southern have already taken steps to tweak that with the introductions of the May 08 TT.

First have already proven time and time again the only thing they're good at is running long distance services; I doubt it would get given to them - I'm wagering GoVia will retain it, but at a very heavy cost.

Well the thing is that the SRA and the DFT had issues with the low passenger loadings south of Clapham Junction and the conflicting paths those trains gave when crossing from slow to fast lines at Balham

At least terminating the trains at East Croydon is better than Clapham as this offers step-free facilities


I hope Govia keeps the franchise, they have done well
