On a track circuit block Single Line what method of working would be introduced for signal failures if :

1. In the Sectional Appendix it states for the given Single Line that Working by pilot need not be introduced following a failure of signalling equipment on the single line, provided that the following conditions are met:
A.All track circuits are functioning correctly on the single line and associated connections.
B.All points are detected or secured in accordance with the Rule Book, Module TS11, section 13 & Handbook 4

2. Modified Working is not permitted over the Single Line.

If modified working isn’t allowed, working by pilot. It says “need not be introduced”, it doesn’t forbid it.

In the S.A. why do they even mention it if Modified Working is not allowed over the bit of track?? To me it confuses the issue??

Possibly to stop people from applying it. I know MW is in P2 but it can only be used on locations where it's authorised, which means that it's been risk assessed and approved for use.

In the scenario mentioned above, you would be able to authorise trains to pass the signal protecting the single line on the Signaller's authority to enter the single line without Pilot or Modified working being set-up. If the single line was controlled by two signalboxes then you would implement 3.5 working to record times when each train was authorised to enter the single line, when it entered and when it left.

By way of example - you don’t need to introduce pilot working if there’s a signal failure of the signal leading onto the single line if all the track circuits are working and the acceptance slot still functions. You’re passing signals at danger onto the line and depending on the interlocking may need to formally introduce 3.5 working but not pilot.

If the single line is signalled by track circuits and all track circuits are working correctly with the caveats associated with item B in order, you would simply be authorised passed the signal at danger without the need for modified working or pilot.

From a drivers perspective, it's a common caveat also mentioned in module P2, what the sectional appendix adds in this case is the rules associated with the points.
