I was at East Croydon earlier today and noticed around the signal was a retroflective blue and white border on P4 London bound, why is this???

Was it a SPAD indicator? They flash up when the signal it corresponds to is passed at danger
Its not a spad indicator at ECR its a multi-spad signal. Which means a signal that as has been passed a few times (more than once) at Danger.
Not just a Southern region thing, the position light on the Down DC at Harrow & Wealdstone (WS55) has a blue and white border and a "check signal" sign, see this page .
