When a wire crank is used at the base of a signal post to change the pull direction from horizontal to vertical, should the crank arm start in the vertical position (for maximum initial leverage), or at an angle (to allow an easier overall pull)? Is there a standard that applies to this?

The crank arm should normally lie at an angle. It should only be vertical at mid-stroke.
