Signal failures and overcrowding

Tonight due to a signal failure at Rayners Lane there appears to only be a 20 minute service to Uxbridge causing severe and possibly dangerous overcrowding. Why is this permitted? The Uxbridge branch is by far the busiest of the Met so who in their right minds would let this happen?

The Metropolitan had been advertising severe delays from mid-day from what I recall so plenty of notice for people to plan journeys around such a signal failure.

four signals failing to clear approaching Rayners Lane northbound due to a point issue.
Trains having to go through under failure conditions, applying corrected procedure at each failed signal, this takes 3-4min at each signal, therefore the service was thinned to compensate.

On Monday just before departure from Marylebone of the 1527 to Aylesbury the Chiltern driver announced the train would not be stopping at Harrow on the Hill and first stop would be Rickmansworth I think saying signalling problems. As we went through there were people on the platform at Harrow and the platform PIS was showing that the train was due to stop.
