Can you describe what it looks like please?

Is it possible it is 'Approach Lit' and only illuminates when a train is in the vicinity?

There used to be a SPAD indicator there, but it was abolished eight years ago. This had the appearance of an unlit signal. I can't think what else the OP would be referring to.

That was my thought too.
Perhaps the problem is that the OP is only asking for input from a limited subset of people.
There are of course thousands of non-Welsh people living in Wales who might still be able to help. Who knows, maybe the designers, installers or even signallers are non-Welsh?!

There's only one signal on my route card that is routinely turned off, and that controls the exit from a loop with a significant risk of confusion for drivers on the mainline. It only lights up when the loop is occupied.
I don't mean this to sound disparaging, but I am unsure of the veracity of the report that a mainline signal that protects a junction is routinely turned off and would like to have some evidence of this. Given that the signal in question appears to be an LED signal which is characterised by having a highly directional beam, is it possible that the OP is viewing it from a wide angle rather than face-on which would perhaps make it appear as though it was switched off?

Is the OP viewing in in person or on photos/videos? Sometimes light from LED signals does not show up well in cameras.
They mention "visiting."

From the 'wrong' angle, LED signals can appear not to work even when seen in real life. Sometimes they have a 'hot spot' of a few LEDs that face a slightly different way for visibility very close up.
