Shunters and preservation - are some technically not preserved

After looking at the long list of UK diesel shunting locos and the subsequent huge amount preserved I couldn't help thinking. How many shunters that are described as preserved are not really preserved as they perform day to day shunting on larger preserved lines such as the SVR. They appear to operate more akin to an industrial locomotive earning its keep as apposed to a member of the preserved fleet saved for prosperity and to delight visitors.

Well, they are 'preserved' in the sense that otherwise they might have been scrapped. That they are useful to their owners and operators doesn't change their preservation status - if it did, operational steam locos wouldn't qualify as 'preserved' either.

In heritage terms, some of the 08's may be older than some BR Standard class steam locos on heritage railways, so are definitely worthy of 'preservation' status, at least as much as the steam locos.
