Don't think it was a matter of don't want to - Central Trains used to provide a Sunday service and I think it was decided it was more economical for the Sunday service to be provided by the long distance trains calling at all stations.
As it stands the Sunday service is actually a pile of junk. Quite often a 2 car unit turns up (this would be up to 8 coaches per hour during the week) and all hell breaks loose, especially when the squaddies at Cosford come back. It's not unusual to not be able to board the train at either Birmingham, Wolverhampton or Telford. 4 carriage trains are generally comfortably busy.
Then Network Rail shut the line for months on end for reasons that never do seem to become clear, as it's been going on, on and off, for years, and they never even put up any publicity to explain why. I presume it's something to do with their own operational convenience to save money by taking out Oxley box, which will then be repeated when they want to take out Madeley Junction to save on another couple of signallers, and then when they finally sort out the 90 mph stuff. Although I'm informed that towards the end of November, shock horror, they actually plan to use the turnback at Codsall to maintain some sort of a service!
The replacement bus service is even worse. It usually involves 1 singular coach to replace a train that is usually just about standing room only from Wolverhampton (and that's at 2140 or so). Regularly left people behind last time it was out. The not inconsiderable amount of people who got left behind and told to wait an hour for the next one by the brain dead walking hi vis jacket that was apparently in charge kicked off on the station last time I used it and the Virgin Trains chargeman forced ATW to pay for a job lot of taxis immediately to stop there from being a fairly large public order issue.
Another issue is that the coach invariably got lost between the local stations and I don't find it acceptable to spend my journey sat at the front directing the driver.
