I've no idea why you think the people planning Telford would have any influence on railway electrification. It took 20+ years from the start of work on the new town project to get Telford Central station built.If the Wolverhampton-Shrewsbury line was electrified (which it definitely would have been if town planners of Telford took things seriously) then I'm fairly confident that the Avanti service terminating at Wolves every hour would continue on to Shrewsbury. Wouldn't just be useful for Shropshire but also Aberystwyth, Newtown, etc. If it were a long-established service I think it'd probably be well used, and might make sense to give a go again using 805s (as long as there is capacity alongside WMT/TFW.
Even if any West Coast trains did terminate at Wolverhampton nowadays, the idea that there would be demand to justify an hourly London service at Shrewsbuty is cloud cuckoo land stuff.
The whole point of the BR timetable recast at the end of the 1980s, when InterCity services to and from Shrewsbury ended, was that the bulk of the traffic was between the Cambrian Coast, Mid Wales, Shrewsbury and Telford, and Wolverhampton and Birmingham - and it still is. Hence why the timetable was set up by BR to bring shiny new Class 158s from those places into New Street to make cross-platform connections into and out of Euston services for the limited number of London passengers, and avoided the need to keep a Class 47 at Wolverhampton that did precious little work most of the day.
When Virgin came along, they were full of bluster about how they would make it work, reinstated the through services several times a day in 1998, then soon discovered that maybe BR was right, and dropped tham a year later. Wrexham & Shropshire Mk1 found exactly the same problem. The traffic is just not there in sufficient volume day in, day out, to make London-Shrewsbury pay.
