Should we, and how can we, "Insulate Britain"?

I think the most important point is to consider your house (is there a cavity wall? any moisture issues you are aware of? is it listed, and if so, why was it listed? etc.) to make the best decision. But definitely not a construction expert, so don't take my word for it.

Thanks for the quick response, my home was built in 1980-2, and is detached, brick built, 2-storey with insulated cavity walls. I'm now sure that some external insulation on my two window-less side walls could improve matters a lot.
(My daughter's LA home (3-bed semi) in mid-Wales was externally insulated some years ago. A massive amount of work applying the insulation, and then disguising the ends of the insulation etc. to blend in with the windows and doors. Without the extra insulation, I guess she would have moved as it's without CH.)

It may be worth consulting an insulation or renovation expert?

A thing to consider may also be loft insulation, if that hasn't been done yet, or wasn't done well:
