Ive been thinking for a few days, should the third rail ban be lifted? Lines like the West of England Line and the North Downs Line are currently having issues in finding a replacement for the DMUs and the government wants to ban new vehicles with fossil fuels. Third rail is quicker and cheaper to install and SWR could find a better replacement for the Class 158/159 units such as converted 350/2s. What are your opinions and ideas?
Even if 'the ban' was to be lifted, there is a substantial cost to installing electrification on these routes.
Notably, there is a 25kV fleet sitting spare right now and no plan to install overhead electrification to allow it to be used.
In the late 1980s Solent Link, East Grinstead and other electrification projects were all authorised on the basis that no new rolling stock was needed. Even the North West electrification in the last decade was justified on the basis of a spare train fleet being available.
The fact that electrification isn't now being afforded even though stock is available is telling, and doesn't appear to have much to do with new third rail installation being 'banned'. It seems fairly clear that something with batteries will appear at some time in the future.
I think there is a case for allowing 3rd rail where it extends existing installations. It would certainly make sense to me to do that from Basingstoke to Exeter.

If it is officially or unofficially a ban, yes either way.
The Marshlink, North Downs, Uckfield and Merseyrail extensions (Ormskirk to Preston, Headbolt Lane to Wigan, Bidston to Wrexham and Hunts Cross to Warrington) should be electrified in combination with the introduction of battery EMUs on these lines so that the whole lines are not required to be electrified and so that any areas at higher risk of trespass also do not need third rails installing.
Would allow improved services, decarbonisation and air quality benefits.
When including 4th rail underground services, I would estimate that over half of the country’s passengers are carried on 3rd and 4th rail electrified services so the existence of this quantum without the world coming to end would suggest that minor increases in the extent of the electrified third rail network would not hugely increase risks.

Can you cite examples of this please (I'm not saying you're wrong, I'm genuinely curious)? The latest I know of is the 1994 Redhill-Tonbridge electrification.
If it were possible to electrify some lengthy third rail sections, the Uckfield Line and Marshlink would be my preference, then Southern can send their 171s to bolster other TOCs where DMUs are a premium. Then they could tag onto Southeastern's fleet tender with a follow up to bolster their EMU fleet and be free of diesel.
The North Downs line is almost perfectly setup for BEMUs; third rail at both ends with a decent island in the middle, and GWR are looking at BEMUs, so full electrification here is less worthwhile. WEML is too long and goes far too far away from the rest of the third rail land, combined with a relatively low train frequency.
There seems to be a 'money no object' view to the idea that more electrification will happen imminently when there are evidently lots of challenges about the availability of funding for the railway. The battery units for the current diesel routes will no doubt come in due course, just as we witness the bus industry sending out electric buses onto ever longer route schedules.
While it is apparent that 159s / 165s etc are reaching the age when predecessor fleets have been replaced, they aren't the only units in that position. Even if electrification were approved tomorrow, what is the lead time before it would be ready? The premise of the original post is that there are units shortly available but the capital cost seems a challenge.

On the national Network in seperate projects with seperate justifications (AIUI), there are at least the following:
East London Line from Shoreditch to Dalston Junction and New Cross Gate flyover
East London Line from Dalston Junction to Highbury & Islington
East London Line from Silwood Jn to Old Kent Road Jn
Three Bridges Depot - access lines and sidings
Examples on the underground too - Northern extension, Jubilee extension, T5 extension etc.

If a dual voltage BEMU fleet was introduced could easily shorten third rail extension to just Andover and Romsey, and run on batteries to/from Salisbury.
Realistically for GWR services to operate with dual voltage BEMUs going to have to add few miles of overhead in Westbury - Warminster / Bruton area (and use the extra section at Dorchester to recharge too).
SWR services would need to have a few sections of overhead too, not sure of charge rates of any new BEMUs, but at a guess some 5 mile sections near Gillingham, Crewekerne and Pinhoe
For clarity I would suggest Waterloo - Salisbury - Exeter, and Cardiff - Portsmouth and Gloucester - Weymouth dual voltage BEMUs should be one common design, comfortable enough for 3+ hour journeys, and able to cope with certain amount of churn, with sufficient luggage space for those from SW and Wales going to/from cruise ships.
It’s the application of the Electricity At Work Regulations 1989. Either a change is needed to the regulations or a challenge to ORR’s interpretation of ALARP on a 3rd rail electrified railway.

This is the key point. The 2025 spending review was less than a year ago. Once HS2, Trans Pennine and East West Rail have takes their shares there isn't much left for other schemes. Most of what's left goes on improving commuting into fast growing cities outside London. The next spending review won't be much different, no 3rd rail electrification scheme is going to get anywhere near the top of the priority list.

A Battery train is an electric train that carries it's power with it. In electrified areas, it functions as a EMU. It just means you don't need to electrify every last inch of line to run an electric service.

There is a common misconception that BEMUs will always be cheaper than token lengths of electrification. That's true if already have them lying around spare or getting new trains anyway.
But the economics are different when doing the infills mean can diagram an existing fleet more efficiently, rather than buy or lease a non-standard fleet just to cover a few miles of track (and most of those electrostars are likely to be around for another 15-20 years). Inevitably with the non standard fleet need more vehicles (because cannot use the main electric fleet as cover for maintenance and failures). Even a 3car BEMU unit is going to cost a few million pounds, and if need a few units to cover your non electrified gap, then there is a big cost of keeping a supplementary non-electric fleet
No it isn't, because in an electrified area it doesn't pan up.
It would be perfectly possible for a BEMU to have it's battery pack removed or isolated and still function as an EMU. Try taking the fuel tank off a 220 and see how far it gets.

But the principles that supported extensions like Hastings and East Grinstead were based on commonality - something that gets destroyed when you build separate sub-fleets. The infill projects of Romney marsh and Uckfield should be so obvious as to not need discussion.
North Downs is trickier because of the service pattern; I can see a case there for batteries instead of “proper” electrification if it remains with a Reading based fleet.
The other, longer distance, examples are IMHO pie in the sky given the ease of building dual voltage capability into trains - the presumption against 3rd rail is reasonable, even if the detailed application is excessively robust.

Peak power draw is only around 20% of the time (varies by route of course), remainder is maintaining speed, coasting, braking, stopped at stations etc).
But you are correct in thinking the electrification limits / ideal changeover points are different for a BEMU and in many cases a few hundred metres of extra electrification will be needed to avoid changeovers when pulling away from a junction signal, or accelerating away from a speed restriction at junction itself. Just operating a BEMU where wire end points were based on pure electric fleet is not ideal operationally because changing system where need highest power.

Exactly, pre privatisation BR seemed to understand the costs and economic effects better (have they been forgotten over time?). Not just Hastings and East Grinstead lines, but can add Largs, Braintree, Romford-Barking, Solent lines via Fareham etc. All allowed more efficient diagrams and smaller overall fleet.
There are big costs to keeping tiny non-standard small fleets, and an oversize number of non-electric spare units to cover short non electrified gaps. Especially where it will be years before main fleet is replaced (probably 15-20 years for 375, 377, and nearer 30 years for 387s)
The use of battery trains is electrification. The power comes from the grid, the train doesn't have to generate its own power with an internal combustion engine.

It would probably make sense to do some fill-in work like Kirkby to Headbolt and on to Wigan and Ormskirk to Burscough. Yes, there are the battery units, but those could then be used for other longer off-third-rail stuff like Wrexham with new non-battery units procured.
It probably wouldn't make sense to do big stuff like West of England. If that was to be electrified it should be at 25kV with dual voltage units used (which the 450s are capable of being converted to).

That may be, but the issue is also one of principle - replacing the current DMU fleets with restricted use sub-fleets is a seriously sub-optimal way of resourcing these lines. The objective should be to have a common fleet, and benefit from the economies of scale that supported the NSE & Scotrail 1980s electrifications.
This is not primarily a technological issue but an operational one.

A few years ago, the suggestion was that there would be enough charge but with very little contingency. There were also questions about the amount of power that would be required to be drawn on the climb from Croydon to Oxted to charge batteries on top of providing traction. There was also a question about the National Grid infrastructure's ability to provide a charge boost at the Uckfield end.
