Should railcards be simplified and available to all?

I suggest;

National off-peak railcard; gets you 1/3 off any ticket you buy, usable except morning peak (say 0631-0930) and £30 for 18-25/ 65+; £100 for everyone else
National peak railcard; 1/3 off all tickets at anytime and £60/£120 as above.

No idea whether this discount should/could be available to season tickets as they are already "discounted"?
