Should LNER have withdrawn HSTs first?

Not really, they aren't restricted to electrified routes only. This offers LNER greater flexibility during the transition period.

As far as I know a. LNER only run on electrified routes anyway and b. The 91s accelerate quicker than the 43s.

LNER don't run solely on electrified routes. Like I said, the HST offers greater flexibility.

Lincoln as well. Also if trains need to divert via Ely, via Lincolnshire, via Sherburn-in-Elmet or via the Tyne Valley to name a few, HSTs can traverse those lines since they are unelectrified.

Nor are the 800s which can also run on unelectrified routes, but the lease on 8 of the MK4 sets expires the soonest as these are heading to TfW and Alliance rail.

Isn't the another reason that the power supply upgrade is behind schedule and not all the electric services planned for December 2019 can be supported?

It's enough to support all LNER trains running as electric I believe, I think it's only TPE who are affected until the upgrade is made.
