Should last trains be booked to run express?

The current last train booked for passengers from Glasgow Central to Hamilton Circle is 23:17, however, there is a 23:38 service which runs to the same pattern up until Cambuslang, but instead then runs express, skipping the Hamilton Circle entirely. (See screenshots attached).

I don't understand why they choose that train to run express, what could be the last train of the day for many people and the only one to connect off the 18:30 and 17:40 Euston-Glasgow via Brum services.

Is this a route knowledge retention thing? If so, why not pick the 23:07 to do that, allowing a later last train for those who need it?

Whatever the reason is, it will be a self-serving one. The way the railway is run is often simply for the railway's benefit. There will likely be other replies along "it's always been like that" lines just to prove the case.
