This was simply 4 extra trams for the existing Sheffield Supertram to relieve overcrowding, it currently has a fleet of 25 built in 1992 and they have just had a full mid life refurb 2006-2009 (standardised electrical wiring layout (each tram was uniqely wired before, seems to be a problem all the early 90's trams suffered from including Manchester and Midlands too), engineering improvements, making them DDA compliant).
Trying to keep the time flow simple.
* Conservatives come to power freeze all capital spending.
* Six months later they announce some schemes that will still go ahead, others have to fight each other for some scraps of funding left over. Those that win will go ahead, those that lose will go to the 'development pool' aka Limbo.
* Four months later some more schemes are announced as still going ahead with average 'efficency' savings of 13.6, in most cases it just means slight descoping or the local council having to cover the shortfall by Dft, e.g. Midland Metro BCC are coughing up tens of millions more.
* Two schemes are cancelled, the rest move to the 'development pool' where they have to again fight each other for scraps of funding.
