Severn Barrage construction plan back on?

Just seen this on the Western Mail website while looking for information on the wales transport plan which is being released today:

Yawn...the idea of a Severn barrage has been in the planning stages for 40 years or more.

If something like HS2 can't be built because it takes up a strip of land a few metres wide through fields, what hope is there for the barrage where a whole ecosystem is going to be affected?

What would appeal to the Government, given the debt it still owes, is that this project will require no public expenditure and will provide a percentage of Britain's power needs by non-fossil fuel means.
