Yes, and the A41(M) Tring bypass, downgraded when the most of the rest of the M25 - Aylesbury sections of the A41 were dualled.

Ripon (as is the case with Northallerton) was laid waste by William the Conqueror during the infamous subjugation capaign to crush Northern dissent known as "The Harrying of the North" in which the salting of cropland let to the death by starvation of a great percentage of the population over the winter period.
Ripon and St Davids are comparatively small cities.
