The Dewsbury Reporter is also a local paper for Kirklees and is used as such by the local authority to publish planning notices.

Kirklees is an administrative area, not a City/town/village/hamlet.

Is this allowed?

Interestingly the Manchester Ship Canal passes Barton-upon-Irwell where there is the Barton Swing Aquaduct at the point where the ship canal is punningly bridged by Bridgewater canal
