On January 1st 2016, all Scotrail services are cancelled.

However Transpennine and Virgin are still running north of the border.

The Transpennine services into Edinburgh Waverley are not calling at Haymarket but running via the Suburban lines Craiglockhart Jc and Craigentinny Jc and coming into Waverley from the east
e.g.

http://www.realtimetrains.co.uk/train/Y81246/2016/01/01/advanced

On the NRE website if you go to Future Engineering Works and put in 1 Jan 2016 and TPE you get this:

Friday 1 Jan

06:11 Preston to Manchester Airport and 06:15 Edinburgh to Manchester Airport will not run.

08:12, 10:08, 12:12, 14:16, 16:12, 18:13, 20:14 Edinburgh to Manchester Airport will be retimed to depart Edinburgh earlier and not call at Haymarket.

Most trains from Manchester Airport to Edinburgh will not call at Haymarket and will be retimed to arrive at Edinburgh up to 15 minutes later than normal.

05:58 Manchester Airport to Edinburgh will be retimed to depart at 05:47 and run up to 15 minutes earlier to Lockerbie, arriving at Edinburgh at 09:37.

20:00 Manchester Airport to Edinburgh will terminate at Lancaster.

The Virgin option on the same website doesn't mention the alteration, but some are shown on Realtime trains. e.g.0816 ex Birmingham, 1104 from Carlisle.

So anyone who wants to do the Edinburgh suburban that day - in daylight! - can do it, but you'll need at least a ticket from Lockerbie or Carlisle

Scotrail trains aren't "cancelled" on January 1st- they're not (and never are) scheduled to run
