That is a de-icing train. They are former class 489 GLVs converted for use as de-icers.

A lady crossing the bridge did comment that she thought it might
be a steam train!

In this case, to the untrained eye, not an unreasonable comment!

Ever noticed when you're standing around on bridges with a camera, passing members of the public always ask if there's a steam train coming? Don't think any 'norm' has ever asked if there is classic diesel traction about.
