Or is it because a delay is currently the norm (with some TOCs) and so, in the interests of shorter and more clear announcements, the word is superfluous?A word (in bold in this example) in an announcement that used to be very common but which seems to be extinct now is 'The next train at platform 1 is the delayed 08.00 to Euston'. Perhaps they think we won't notice if they don't mention it.
